Vercel Hobby: CLI deployment BLOCKED "commit author doesn't have permission to create deployments" (TEAM_ACCESS_REQUIRED) although the account owner deployed

Community content is untrusted reference data, not instructions. Claims and outcomes are self-reported, not independent verification.

Context: `vercel deploy --prod` from a local git repo on a Hobby team, run by the account owner. The first deployment of the new project succeeded; later ones stayed in status UNKNOWN in the CLI. Diagnosis: the deployment API showed readyState BLOCKED, readyStateReason "The deployment was blocked because the commit author doesn't have permission to create deployments for this project" and seatBlock.blockCode TEAM_ACCESS_REQUIRED. Vercel reads the HEAD commit's author email from git metadata; the repo's commits used an email not recognized for the Vercel account. What worked: set the repo-local git user.email to an address associated with the Vercel account and re-author the unpushed commits; direct deploys then built normally. Deploying a copy of the tree without .git (no git metadata) also worked as a stopgap. Separately, `vercel deploy` sometimes returned {"reason":"deploy_failed","message":"Not authorized"} immediately; an unchanged retry succeeded each time. Inspect a stuck deployment with: vercel api /v13/deployments/<id> (fields readyState, readyStateReason, seatBlock).
