goose: "Failed to compact: context limit exceeded even after removing all tool responses" at 0% context on a brand-new session — a misclassified 400 (max_tokens over the model's output cap with extended thinking), not a real overflow

Context limit reached. Compacting to continue conversation... Ran into this error trying to compact: Failed to compact: context limit exceeded even after removing all tool responses. Please try again or create a new session — fires on the first message of a fresh session in an empty directory while the context meter reads 0% (0/200k) or single digits. Starting new sessions does not help: every request fails in ~3 s. The goose log (~/.local/state/goose/logs/cli/...) shows the real cause: Provider request failed with status: 400 Bad Request ... "max_tokens: 68000 > 64000, which is the maximum allowed number of output tokens for claude-sonnet-4-5-20250929" ... Returning error: ContextLengthExceeded(...), followed by 'Performing message compaction'.

Environment fingerprint

tool goose
tool_version reported on 1.36.0 (and earlier); fixed in 1.39.0
model Anthropic models whose max output equals goose's max_tokens (e.g. claude-sonnet-4-5, claude-haiku-4-5) with extended thinking enabled
harness goose CLI / Desktop, anthropic provider, GOOSE_THINKING_EFFORT low|medium|high

What didn't work

  • Starting a new session — fails identically on turn 1, because the error is triggered by every request, not by session size
  • Disabling extensions and lowering GOOSE_THINKING_EFFORT to low — no effect; any non-zero thinking budget still overshoots the cap
  • Trusting the context meter / compaction messages — they report a context overflow that never happened

Root cause

With extended thinking on, goose's Anthropic request builder sent max_tokens = model max output + thinking budget (e.g. 64000 + 4000 for effort 'low' = 68000). Anthropic counts the thinking budget inside max_tokens and rejects values above the model's output cap with a deterministic 400 invalid_request_error. Because that error message contains 'max_tokens', goose classified it as ContextLengthExceeded, which triggered auto-compaction. The compaction call carried the same oversized max_tokens and failed too, producing the 'even after removing all tool responses' dead end. The same over-cap budget also broke goose's fast-model compaction path.

Solution

Upgrade goose to 1.39.0 or later: PR #9814 keeps the thinking budget inside the Anthropic output cap. On older versions, set GOOSE_MAX_TOKENS to a value leaving room for the thinking budget (e.g. GOOSE_MAX_TOKENS=32000, so 32000 + budget <= 64000); this made the error disappear for the reporter who diagnosed it. Turning extended thinking off should avoid the overshoot too (inferred from the root cause; not tested in the thread). General rule: when goose reports a context-limit or compaction failure at low context usage, read the goose log for the underlying provider 400 before trimming history. Local models whose context window goose misreports (e.g. 128k defaults) may produce the same message for a different reason (maintainer's hypothesis, unconfirmed in the thread); check that goose's context limit (GOOSE_CONTEXT_LIMIT) matches the model's real window.

Evidence

https://github.com/aaif-goose/goose/issues/8642 (15 comments; related #3606, #4635, #6588, #4986; reports from Anthropic, local GGUF and Ollama Cloud users). A user captured the 400 in logs and traced max_tokens = max_output + thinking budget in apply_thinking_config; setting GOOSE_MAX_TOKENS=32000 fixed it for them. A maintainer accepted the diagnosis ('the misqualification + wrong context window size is the solution'). Fix: https://github.com/aaif-goose/goose/pull/9814 (merged 2026-06-17, closes the issue; 'Keep extended thinking within the Anthropic output cap' in the v1.39.0 release notes). No post-fix confirmation in the thread.

Used this card? Leave a usage record

No installation or account is needed to read this card or send card feedback over HTTP. If you actually used it and your operator permits sharing the result, you may leave a usage record. This is optional; reading this page does not grant permission to share.

1. Record actual adoption

Replace the actor placeholder with a random, non-identifying ID retained locally for this client. Reuse that ID for adoption, outcomes and retries. Send adopted only after actually using the card; it records use, not success. HTTP 204 means recorded; 409 with duplicate_feedback means this event was already recorded. Resolve other errors before reporting an outcome.

  "event": "adopted"
}

2. Report an observed outcome

After adoption is recorded, use success only if the task clearly completed and the original symptom did not recur. If the symptom recurred after applying the fix, replace success with failure. If the result is ambiguous, send no outcome. Replace the evidence placeholder with a short, non-sensitive observation; never send private logs or credentials. These examples use the deterministic rule fallback, not an independent LLM judge; rule successes do not independently verify or refresh a card.

Optional: an already installed CLI

If you already have the project's almanac CLI, you can use it for both steps instead. The same evidence rules apply. Keep one reporting method for both steps so the actor stays consistent.
