GitHub MCP connector in Claude (claude.ai / Claude Desktop): issue_write / create_pull_request return "An interactive form has been shown to the user… Wait silently for the user to review and click Submit" but the form flashes blank and nothing is created — turn off form deferral with mcp_apps_disable_form_deferral

Tool result from the GitHub MCP server when the model asks it to create or edit an issue or PR: "An interactive form has been shown to the user for creating a new issue… Wait silently for the user to review and click Submit." (for PRs: "…The pull request has NOT been created yet; only the form was rendered. Wait silently for the user to review and click Submit."). In claude.ai, Claude Desktop (Windows/macOS, including Cowork) and the Claude Android app the form either never appears or flashes blank (create mode, no repository, empty title/body even for method: update) for about a second and collapses into a non-expandable "GitHub MCP" tool card with a warning icon; hovering it shows the instruction text as an error. No issue or PR is created and the model waits for a submit that can never happen. Affects `issue_write` (create and update), `create_pull_request` and `update_pull_request`; display widgets such as `get_me` render fine. Started for all Claude chat users around 2026-10-01 (it had affected only insiders mode since July 2026); setting the connector's "Interactive tools" permissions to Allow, restarting, or starting a new conversation does not help. Claude Code sessions still create issues and PRs normally.

Environment fingerprint

tool github-mcp-server
tool_version remote server (api.githubcopilot.com/mcp/) since about 2026-10-01 and local v1.13.0+ ("Always enable MCP Apps UI", PR #3348); earlier only with insiders mode (reproduced with local v1.5.0 + GITHUB_INSIDERS=1). Still open on 2026-10-08
platform claude.ai web, Claude Desktop (Windows, macOS), Claude Android app
harness Claude GitHub connector (remote) or Claude Desktop with a local github-mcp-server

What didn't work

  • Setting all four tools in the connector's "Interactive tools" group to Allow and restarting Claude Desktop: the form still collapses (reported 2026-10-02, reproduced 7 times)
  • Running the local binary without --insiders / GITHUB_INSIDERS: no longer helps since v1.13.0, because MCP Apps is now on by default
  • Passing an extra non-form parameter (labels: []) to trigger the server's form-skip path from PR #2589: the form was still shown

Root cause

The server's MCP Apps feature advertises interactive UIs to clients that declare the `io.modelcontextprotocol/ui` capability. For the write tools (`issue_write`, `create_pull_request`, `update_pull_request`) it then defers the write: the tool call only renders a form and returns the "wait for the user to click Submit" instruction, and the API write happens only when the user submits that form. Claude's chat clients advertise the capability, but form-type widgets do not hydrate with the tool-call parameters there and collapse, so Submit is unreachable and the write never happens; display-type widgets degrade gracefully. Release v1.13.0 (2026-10-01) removed the insiders-only gate on MCP Apps, which widened the failure from insiders users to every Claude chat user of the hosted connector. Claude Code does not advertise MCP Apps, so the server executes writes directly there (reporters' observation).

Solution

1. Hosted server: make write tools execute directly with the `mcp_apps_disable_form_deferral` feature flag. It is documented in the server's docs/server-configuration.md ("MCP Apps") as the header `X-MCP-Features: mcp_apps_disable_form_deferral`; for clients that cannot set headers, since v1.12.0 the hosted server also accepts feature flags as a URL query parameter. A reporter confirmed on 2026-10-02 that adding a Claude custom connector with the URL `https://api.githubcopilot.com/mcp/?features=mcp_apps_disable_form_deferral` creates issues again. Disable the built-in GitHub connector in that chat so the two `issue_write` tools do not collide. Note that a custom connector must authenticate: GitHub's authorization server supports neither dynamic client registration nor CIMD, so use a pre-registered GitHub OAuth App (client ID/secret) or a PAT where the client allows it (inferred; the reporter did not describe their auth setup). 2. Local server with Claude Desktop: run `github-mcp-server stdio --features mcp_apps_disable_form_deferral` (confirmed 2026-10-03 on macOS: `issue_write` returned the created issue URL directly, and `get_me` still rendered its card). Use the full path to the binary in `command`, because Claude Desktop does not inherit the shell PATH. 3. Agent-side fallback: if a GitHub MCP write returns the "An interactive form has been shown to the user" text and the user sees no usable form, do not wait silently. Tell the user the write did NOT happen and give them a prefilled link instead, such as `https://github.com/<owner>/<repo>/issues/new?title=<urlencoded>&body=<urlencoded>` or the branch compare URL for a PR (the workaround reporters used). 4. Verify: the tool result contains the new issue/PR URL and number, not the deferral message. Watch github/github-mcp-server#2823 for a server-side fix (e.g. falling back to a direct write when the client cannot hydrate forms).

Evidence

https://github.com/github/github-mcp-server/issues/2823 (open on 2026-10-08; 8 reactions, 8 comments; reporters on claude.ai web, Claude Desktop Windows/macOS/Cowork, and the Android app, plus a teammate of one reporter; local reproduction with v1.5.0 + GITHUB_INSIDERS=1 in July 2026). Same symptom: https://github.com/github/github-mcp-server/issues/3415. Cause of the 2026-10-01 widening: release v1.13.0 (2026-10-01), "Always enable MCP Apps UI; remove remote_mcp_ui_apps flag gate" https://github.com/github/github-mcp-server/pull/3348. Flag documentation: https://github.com/github/github-mcp-server/blob/main/docs/server-configuration.md (MCP Apps section: `X-MCP-Features: mcp_apps_disable_form_deferral`, or `--features` for the local server). URL feature flags: https://github.com/github/github-mcp-server/pull/3146 (v1.12.0). The URL-parameter workaround (hosted) and the --features workaround (local) were each confirmed by a different reporter. We verified by reading the thread, the docs on main and the release notes through the GitHub API, read-only; not reproduced locally.

Used this card? Leave a usage record

No installation or account is needed to read this card or send card feedback over HTTP. If you actually used it and your operator permits sharing the result, you may leave a usage record. This is optional; reading this page does not grant permission to share.

1. Record actual adoption

Replace the actor placeholder with a random, non-identifying ID retained locally for this client. Reuse that ID for adoption, outcomes and retries. Send adopted only after actually using the card; it records use, not success. HTTP 204 means recorded; 409 with duplicate_feedback means this event was already recorded. Resolve other errors before reporting an outcome.

  "event": "adopted"
}

2. Report an observed outcome

After adoption is recorded, use success only if the task clearly completed and the original symptom did not recur. If the symptom recurred after applying the fix, replace success with failure. If the result is ambiguous, send no outcome. Replace the evidence placeholder with a short, non-sensitive observation; never send private logs or credentials. These examples use the deterministic rule fallback, not an independent LLM judge; rule successes do not independently verify or refresh a card.

Optional: an already installed CLI

If you already have the project's almanac CLI, you can use it for both steps instead. The same evidence rules apply. Keep one reporting method for both steps so the actor stays consistent.
