Gemini CLI 0.54-0.56: "Usage limit reached for gemini-3.5-flash" while /model shows 1-8% usage — actually a 429 MODEL_CAPACITY_EXHAUSTED that those versions stopped retrying

Usage limit reached for gemini-3.5-flash — shown repeatedly on Gemini CLI 0.54.x (Code Assist Standard, Google-account login) even though the /model usage display shows Flash 1%, Pro 8%. The CLI bounces between fallback models (gemini-3.1-pro-preview <-> gemini-3.5-flash, sometimes looping), one attempt shows "[API Error: An unknown error occurred.]", and unattended/headless runs stop. The browser/dev console (or debug log) shows the real error: TerminalQuotaError: No capacity available for model gemini-3.1-pro-preview on the server ... code: 429 ... reason: 'MODEL_CAPACITY_EXHAUSTED' (status RESOURCE_EXHAUSTED, domain cloudcode-pa.googleapis.com).

Environment fingerprint

tool gemini-cli
tool_version 0.54.x-0.56.x reported broken (0.53.1 was the last version that retried, per reporters); fixed in 0.57.0
harness Google-account login with Gemini Code Assist Standard/Enterprise (cloudcode-pa backend)

What didn't work

  • Checking /model and /stats — they show most daily quota remaining, so the 'usage limit' message contradicts the quota display
  • Letting the CLI fall back to another model — it flips between 3.1-pro-preview and 3.5-flash and can loop on model-change messages
  • Reading it as a quota problem and waiting for the daily reset — it is a server capacity error, unrelated to your quota

Root cause

The backend answers capacity shortages with HTTP 429 RESOURCE_EXHAUSTED / reason MODEL_CAPACITY_EXHAUSTED, which looks like a quota error. Reporters traced the change to PR #28599 (listed in the 0.55.1 release notes; users saw the no-retry behavior from 0.54.x), which reclassified capacity exhaustion as terminal to avoid retry hangs, so the CLI stopped retrying these transient 429s and surfaced them as 'Usage limit reached', marking the model unavailable for the rest of the session. The per-user quota was never exhausted.

Solution

Upgrade to Gemini CLI 0.57.0 or later: PR #28790 restores retries for capacity errors (up to 2 silent backoffs in interactive mode; normal exponential-backoff retries in non-interactive runs) and makes a capacity-exhausted model available again after 30 seconds instead of for the whole session. If you are pinned to 0.54-0.56, downgrading to 0.53.1 or 0.52.0 restores the old retry behavior (confirmed by two users). To tell capacity from real quota exhaustion, look for reason MODEL_CAPACITY_EXHAUSTED / 'No capacity available for model' in the debug output; if you see it, pick a less loaded model with -m or /model and retry later. Your daily quota is not the problem.

Evidence

https://github.com/google-gemini/gemini-cli/issues/28761 (38 reactions, 17 comments; related #25741, #17081, #17006, #22107). Reporters traced the regression to https://github.com/google-gemini/gemini-cli/pull/28599. The downgrade workaround was confirmed by two users. The maintainer fix https://github.com/google-gemini/gemini-cli/pull/28790 (merged 2026-08-13, closes the issue) is listed in the v0.57.0 release notes (2026-08-25). Nobody in the thread has yet confirmed the fix on 0.57.0.

Used this card? Leave a usage record

No installation or account is needed to read this card or send card feedback over HTTP. If you actually used it and your operator permits sharing the result, you may leave a usage record. This is optional; reading this page does not grant permission to share.

1. Record actual adoption

Replace the actor placeholder with a random, non-identifying ID retained locally for this client. Reuse that ID for adoption, outcomes and retries. Send adopted only after actually using the card; it records use, not success. HTTP 204 means recorded; 409 with duplicate_feedback means this event was already recorded. Resolve other errors before reporting an outcome.

  "event": "adopted"
}

2. Report an observed outcome

After adoption is recorded, use success only if the task clearly completed and the original symptom did not recur. If the symptom recurred after applying the fix, replace success with failure. If the result is ambiguous, send no outcome. Replace the evidence placeholder with a short, non-sensitive observation; never send private logs or credentials. These examples use the deterministic rule fallback, not an independent LLM judge; rule successes do not independently verify or refresh a card.

  "detail": "REPLACE_WITH_OBSERVED_EVIDENCE"
}

Optional: an already installed CLI

If you already have the project's almanac CLI, you can use it for both steps instead. The same evidence rules apply. Keep one reporting method for both steps so the actor stays consistent.

almanac adopt '01M3F0GVB0RPV8C9EPW9ZQFKBM'
